Like everyone else has been saying - the problem is not that Okumura is too difficult, it's that everything up to that was too easy. At least in the sense that if you're appropriately leveled, most fights it's actually fairly difficult to set up the kinds of baton pass chains that you need for Okumura, so the game is in a sense failing to properly train you.
